  12.             Charter of the Internet Architecture Board (IAB)

  14. Status of this Memo
  15.  
  16.    This memo provides information for the Internet community.  It does
  17.    not specify an Internet standard.  Distribution of this memo is
  18.    unlimited.
  19.  
  20. Section 1.
  21.  
  22.    The Internet Architecture Board (IAB) shall be constituted and shall
  23.    operate as a technical advisory group of the Internet Society.  Its
  24.    responsibilities shall include:
  25.  
  26.       (1)  Expert and experienced oversight of the architecture of the
  27.            worldwide multiprotocol Internet.
  28.  
  29.       (2)  The editorial management and publication of the Request for
  30.            Comments (RFC) document series, which constitutes the
  31.            archival publication series for Internet Standards and
  32.            related contributions by the Internet research and
  33.            engineering community.
  34.  
  35.       (3)  The development, review, and approval of Internet
  36.            Standards, according to a well-defined and documented set
  37.            of "Procedures for Internet Standardization".  Internet
  38.            Standards shall be published in the form of specifications
  39.            as part of the RFC series.
  40.  
  41.       (4)  The provision of advice and guidance to the Board of Trustees
  42.            and Officers of the Internet Society concerning technical,
  43.            architectural, procedural, and (where appropriate) policy
  44.            matters pertaining to the Internet and its enabling
  45.            technologies.
  46.  
  47.       (5)  Representation of the interests of the Internet Society in
  48.            liaison relationships with other organizations.
  49.  
  50.    The IAB may be charged with additional responsibilities within the
  51.    Internet Society, or undertake additional specific activities from
  52.    time to time, as the needs and requirements of the Internet Society
  53.    demand.

  63. Section 2.
  64.  
  65.    The IAB shall consist of a number of members not to exceed 15.
  66.    Members of the IAB shall serve in that capacity as individuals, and
  67.    not as representatives of any company, agency, or other organization.
  68.    Individuals shall be nominated for membership by:
  69.  
  70.       (a) the IAB;
  71.  
  72.       (b) the President of the Internet Society;
  73.  
  74.       (c) the Board of Trustees of the Internet Society;  or
  75.  
  76.       (d) a duly executed petition of at least 1% of the current
  77.           membership of the Internet Society, or, if the current
  78.           membership of the Society exceeds 15,000, of at least 150
  79.           members, delivered to and validated by the Secretary of
  80.           the Society.

  82.    The Internet Society Board of Trustees shall approve or disapprove
  83.    such a nomination within 60 days.  Approval shall be by the
  84.    affirmative vote of at least three-fifths of the members of the Board
  85.    of Trustees then in office.

  87.    Any member of the IAB may be replaced by the Board of Trustees, by
  88.    the affirmative vote of at least four-fifths of the members of the
  89.    Board of Trustees then in office, whenever in their judgement the
  90.    best interests of the Society will be served thereby.  A member of
  91.    the IAB shall also be replaced, upon the confirming vote of a
  92.    majority of the members of the Board of Trustees then in office, if
  93.    and when a duly executed petition of at least 5% of the voting
  94.    membership of the Internet Society is delivered to and validated by
  95.    the Secretary of the Society.  The vote of the Board of Trustees, and
  96.    any action pursuant to that vote, shall be taken no later than at the
  97.    next regularly scheduled meeting of the Board following the date on
  98.    which the Secretary declares the receipt of a valid petition.

  100.    The Board of Trustees shall review each IAB member's contribution to
  101.    the IAB at three-year intervals, and shall at that time explicitly
  102.    reaffirm or revoke the membership.  There is no limit to the number
  103.    of times the Board of Trustees may reaffirm the membership of any
  104.    individual IAB member.  However, it is expected that the decision to
  105.    reaffirm or revoke will be reached with respect to the current
  106.    composition of the IAB as a whole, and the extent to which the goals
  107.    and requirements of the Internet Society are served by the IAB as
  108.    then currently constituted.

  119.    Whenever the Board of Trustees determines that a vacancy exists on
  120.    the IAB, it shall circulate among the membership of the Internet
  121.    Society, by electronic mail, a call for nominations, specifying a
  122.    closing date for nominations to be received by the Secretary of the
  123.    Society that is no less than 30 days after the date on which the call
  124.    is circulated.  At its discretion, the Board may also circulate the
  125.    call for nominations among the membership of the Society my means
  126.    other than electronic mail, and may also advertise or circulate the
  127.    call by such other means and among the members of such other groups
  128.    as it sees fit and appropriate.

  130. Section 3.
  131.  
  132.    The IAB may create and empower task forces, committees, and working
  133.    groups, as it sees fit, to carry out activities that fall within the
  134.    scope of the IAB's responsibilities.  The initial task forces of the
  135.    IAB are the Internet Engineering Task Force (IETF) and the Internet
  136.    Research Task Force (IRTF).

  138. Section 4.

  140.    The Internet Society shall provide support for secretariat functions
  141.    that are required by the IAB or its task forces, committees, and
  142.    working groups, subject to approval by the Board of Trustees.  In
  143.    particular, the secretariat shall include support for the Internet
  144.    standards-making activity of the IAB.  During the Internet Society's
  145.    Initial Period of operations, support for secretariat functions shall
  146.    depend on the availability of funding provided specifically for this
  147.    purpose.

  149. Section 5.
  150.  
  151.    Members of the IAB and its task forces, committees, and working
  152.    groups shall serve on a volunteer basis without compensation, except
  153.    as provided in (a) and (b) below:
  154.  
  155.    (a)  The President of the Internet Society may approve the
  156.         reimbursement by the Society of expenses incurred by a
  157.         member of the IAB or one of its corollary organizations,
  158.         if he or she determines that reimbursement of specific
  159.         expenses is appropriate.

  161.    (b)  Acting on the recommendation of the President of the Internet
  162.         Society, the Board of Trustees may approve the payment of
  163.         compensation to an individual whose service as a member of the
  164.         IAB or of one of its corollary organizations is
  165.

  175.         (1) considered by the Board to be essential to the welfare of
  176.             the Society, and
  177.  
  178.         (2) is, in the Board's estimation, unobtainable in the absence
  179.             of reasonable compensation.

  181.         In determining the need for and amount of compensation, the
  182.         Board shall apply the criteria and voting rules that it normally
  183.         applies to matters concerning the allocation of Internet Society
  184.         funds.

  186. Section 6.
  187.  
  188.    The members of the IAB shall appoint one of their number to serve as
  189.    the chair of the IAB, with all of the duties and responsibilities
  190.    normally associated with such a position.  The chair of the IAB may
  191.    be removed at any time by the affirmative vote of two-thirds of the
  192.    members of the IAB, or as a result of his or her departure from the
  193.    IAB.

  195. Section 7.

  197.    The chair of the IAB shall have the authority to organize the IAB as
  198.    he or she sees fit.

  200. Section 8.
  201.  
  202.    The chair of the IAB, with the approval of at least two-thirds of the
  203.    IAB membership, shall have the authority to appoint an Editor for the
  204.    Request for Comments (RFC) publication series (the "RFC Editor"), who
  205.    shall be responsible for the editorial management and publication of
  206.    the RFC series.  If the RFC Editor is not a member of the IAB, he or
  207.    she shall serve ex officio as a member of the IAB unless and until
  208.    made a regular member of the IAB.  The RFC Editor may be removed at
  209.    any time by the affirmative vote of two-thirds of the members of the
  210.    IAB.

  212. Section 9.

  214.    The chair of the IAB, with the approval of at least two-thirds of the
  215.    IAB membership, shall have the authority to appoint the chair of the
  216.    Internet Engineering Task Force (IETF), who shall be responsible for
  217.    the management and organization of the IETF.  If the IETF chair is
  218.    not a member of the IAB, he or she shall serve ex officio as a member
  219.    of the IAB unless and until made a regular member of the IAB.  The
  220.    IETF chair may be removed at any time by the affirmative vote of
  221.    two-thirds of the members of the IAB.

  231. Section 10.
  232.  
  233.    The chair of the IAB, with the approval of at least two-thirds of the
  234.    IAB membership, shall have the authority to appoint the chair of the
  235.    Internet Research Task Force (IRTF), who shall be responsible for the
  236.    management and organization of the IRTF.  If the IRTF chair is not a
  237.    member of the IAB, he or she shall serve ex officio as a member of
  238.    the IAB unless and until made a regular member of the IAB.  The IRTF
  239.    chair may be removed at any time by the affirmative vote of two-
  240.    thirds of the members of the IAB.

  242. Section 11.

  244.    The Internet Society News shall serve as the formal Publication of
  245.    Record for the announcement of actions taken and decisions made by
  246.    the IAB on matters related to the Internet Standards.  Other official
  247.    actions and decisions of the IAB may be announced and recorded in the
  248.    News.  All IAB announcements published in the News shall also be
  249.    distributed by electronic mail to the Internet Society membership.

  251.    The Internet Society shall, through its various publications and by
  252.    any other means that may be suitable in each circumstance, provide
  253.    timely information to its members concerning the actions and
  254.    decisions of the IAB;  and shall actively solicit and promote the
  255.    participation of its members in IAB-administered activities such as
  256.    the development and review of Internet Standards.

  258. Section 12.
  259.  
  260.    The Internet Society shall regularly publish as an RFC a definitive
  261.    record of the status of the Internet Standards process.  As it is
  262.    used in this section, the term "regularly" shall mean "no less
  263.    frequently than once every six months".

  267.    Security issues are not discussed in this memo.
